On July 28th, 2025, Governor Kotek signed a package of bipartisan housing-related bills. Among them was HB 3145 – Materials & Methods Innovation, sponsored by the Housing Innovation Partnership (HIP). The new law directs $25 million from Oregon’s Local Innovation and Fast Track (LIFT) Housing Program to support pilot projects that accelerate housing delivery through the use of innovative construction materials and methods.
- Deploy Oregon-based production and development
- Support factory-built housing, including modular construction
- Utilize innovative materials, such as mass timber
- Deliver a range of housing types for households earning up to 80% of area median income (AMI)
HB 3145 builds on the HIP’s ongoing efforts to expand Oregon’s capacity to produce housing using efficient, locally driven construction methods. By supporting modular and factory-built approaches, the bill enables jurisdictions to access new tools that can reduce costs, shorten timelines, and improve housing quality – particularly in rural and underserved areas.
The Oregon iSector created the Housing Innovation Partnership (HIP) which is a cross-sector group of more than 35 public, private, and civic sector organizations working together to close Oregon’s housing deficit statewide. Co-convened by Representative Pam Marsh and Megan Loeb of the Oregon Community Foundation, the HIP has developed legislation that has secured over $150 million in state investment for housing production over the past two years. This includes the 2023 Modular Factory Expansion bill which allocated $20 million to grow Oregon’s manufacturing capacity for off-site construction. HB 3145 builds on that foundation by supporting deployment of those innovations in real-world projects.
This legislation reflects the collective effort of organizations working to advance housing innovation across Oregon. We’re grateful to members of the Housing Innovation Partnership, the Oregon Mass Timber Coalition, Margaret Van Vliet and the founding organizations whose engagement and support helped shape and move HB 3145 forward.
This initiative not only delivers urgently needed housing – it also supports a growing off-site construction industry in Oregon. With guidance from a cross-sector advisory group, these projects will help shape the future of affordable housing delivery in our state.
